Principal Secretary (Administration)

Francis Enock Zhuwao is a distinguished Statistician and Econometrician with over three decades of exemplary service in the Malawi Civil Service.

He currently serves as Principal Secretary for Administration (PSA) in the Ministry of Justice and Constitutional Affairs in Lilongwe, where he provides strategic leadership in public sector administration, policy implementation, institutional governance, and organisational performance management.

Zhuwao holds a Master of Arts in Economics and International Business and a Postgraduate Diploma in Economic Statistics and National Income Accounting from the University of East Anglia, alongside a Bachelor of Science in Statistics and Mathematics from the University of Malawi. He is also a member of the Economics Association of Malawi (ECAMA).

Throughout his career, Zhuwao has held several senior leadership roles, including Principal Secretary in the Ministry of Trade and Industry, Director of Education Planning, Director of Planning in key ministries, and Director of Economic Affairs in the Ministry of Finance.

His expertise spans economic policy formulation and analysis, strategic planning, public sector reform, results-based management, budget coordination, monitoring and evaluation, and institutional capacity development.

Renowned for his analytical acumen and leadership, Zhuwao has been instrumental in shaping national policies, economic studies, and development programmes across diverse sectors such as trade, energy, education, local government, investment, national accounts, and balance of payments.

 

His exceptional skills, strategic vision, and unwavering dedication to public service have made a lasting contribution to Malawi’s governance reforms, economic progress, and sustainable development agenda.
