Chilungamo II launched
The Chilungamo II 'Access to Justice' Programme was officially launched yesterday, March 5, 2025, in Lilongwe.
The event was attended by dignitaries, including the Minister of Justice, Honourable Titus Mvalo, SC, the Chief Justice, Honourable Rizine Mzikamanda, SC, and the European Union (EU) Ambassador, His Excellency Rune Skinnebach.
In his remarks, Minister Mvalo acknowledged the need for collective commitment to justice, accountability, and the rule of law in Malawi. He emphasised the importance of the programme, stating: "Justice is not a privilege for the few but a right for every Malawian."
The Chilungamo II Programme, which commenced last year, is a four-year initiative supported by the EU, with a total budget of EUR 17 million. The programme aims to improve access to justice, particularly for marginalised and vulnerable groups, and enhance the efficiency of key justice institutions.
In his speech, the Minister of Justice highlighted the programme's objectives, including addressing systemic challenges in access to justice, decongesting prisons, and introducing alternative sentencing mechanisms. He also expressed his wish for a broader financial envelope to support other critical institutions.
The EU Ambassador, Skinnebach, in his speech, acknowledged the challenges faced during the implementation of the programme. He emphasised the importance of coordination among the seven justice institutions involved and the need for greater reliance on country systems for implementation.
The Chief Justice, in his speech, acknowledged the benefits of the Chilungamo I Programme and expressed his anticipation for the successful implementation of the programme’s Phase II.
The event was also attended by other senior government officials, including the Attorney General, Honourable Thabo Chakaka Nyirenda, the Solicitor General and Secretary for Justice, Honourable Allison M’bang’ombe, the Ombudsman, Madam Grace Malera, and the Director of Public Prosecutions, Mr. Masauko Chamkakala.
The launch of the Chilungamo II Programme marks a significant milestone in Malawi's journey toward improving access to justice and promoting the rule of law. The event concluded with a call to action, urging all stakeholders to work together to ensure the successful implementation of the programme and the realisation of its objectives.
The implementing partners are the Ministry of Justice, the Judiciary, the Malawi Human Rights Commission, the Malawi Police Service, the Malawi Prison Service, the Legal Aid Bureau, and the Office of the Ombudsman.
